1) Choose a picture you would like to modify and open two windows of the same photo on Photoshop.

2) Choose one of the two photos to edit first. On your selected photo, go to Images > Mode >Grayscale, and then click Merge if it prompts you. Your photo would then become black and white.

3) Now, select the gray image (Ctrl + A) and then copy it onto the colorful one (Ctrl + V) so that it is on top of the colorful layer.

4) Then, select a layer option for this grayish layer. Select Screen.

5) When you have done so, the photo would look really nice. If you want to stop here, you can save it and you're done. If you want to make it look like the 3rd photo or the 4th photo above, then please follow the next steps. You should now have 2 layers. Go to Layer > Merge Down.

6) The two layers will become one. Right click on the layer and select Duplicate Layer.

7) On the new duplicated layer, go to Filter > Blur > Radial Blur.

8) If there is a face on the photo, I recommend you drag the Blur center towards the face so that the eyes and other facial elements are not blurred. Choose between 8-12 for the amount and then click OK.

9) Finally, when your duplicated layer is blurred, select the layer option. This is where you can choose the effect you want and then save it! Have fun.
